There is no single best choice. If your family already uses a brand, send that one. If someone has persistent sensitivity, bleeding gums or tooth pain, encourage them to see a dentist rather than just switching toothpaste.
Crest 3D Whitestrips
Crest 3D Whitestrips include 20 main treatments and 10 monthly brightener treatments. The label highlights Advanced Seal technology and the same enamel-safe whitening ingredient dentists use. Follow the box directions, and anyone with sensitive teeth, fillings, crowns or ongoing dental treatment should check with a dentist first.

Dentists commonly suggest replacing a toothbrush every 3–4 months, or sooner if the bristles fray, so an 8-pack makes it easy for the family to stay on schedule.
Cleaning between teeth

Listerine UltraClean Coolmint comes as two 1.5-liter bottles (3 liters total), made in Canada. The label lists tartar control with Everfresh technology, killing germs that cause plaque and gingivitis, and fresh breath for hours. Mouthwash is an extra, not a replacement for brushing and flossing; check the age guidance on the label before giving it to children.
The minimum useful gift: one pack of US toothpaste and one pack of soft toothbrushes. Add floss or floss picks for between the teeth, and mouthwash only if the family likes it.
